Millerstown Borough Council Meeting Minutes August 5, 2024 Those in attendance: President Rob Shipp, Council members Tim Ritzman, Rich Fegley and Donna Showers. Mayor John Kerns, Secretary Karen Knellinger, Plant Manager Dave Stroup and Operator Jared Wagner. HRG engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins for three minutes: Resident Joan Shetterly asked for regulations to be enforced for dog control. Several residents are unable to walk the neighborhoods since a dangerous dog has been attacking. The Dog Warden has been involved and an ongoing court case with stipulations for the owner was held today. The Council is well aware and will continue to monitor the situation. The minutes from the regular meeting were emailed and reviewed. Councilmember Fegely made a motion to approve the minutes as presented. Vice President Hertzler seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Vice President Hertzler made a motion to approve the minutes as presented. Sewer Committee The force main, a 6” line approximately 300 feet, may need to be pigged out for an obstruction to the plant between three valves. Also the pump housings could be worn and which would be the less expensive fix to try since they are 12 years old. Hopefully some of the grant funds can be used for this. The mixer brackets also still needs to be repaired and the well as a hole in the aeration system. The basins will need to be pumped down for this to be installed. Water Committee Report The hydrant on East Sunbury Street is leaking and needs repaired. The hydrant on James was replaced first since it was inoperable. The budgeted amount was $8,000, with the James hydrant costing $4,860. If the Sunbury hydrant was replaced, it would be $2,000 over the budgeted amount. Dave would like to have this completed before the start of school. Vice President Hertzler made a motion to repair the hydrant on East Sunbury. Councilmember Ritzman seconded the motion. Approval was unanimous. EPA has added six more tests to the mandatory DEP PFAs (forever chemicals) water testing. The new well pump has not been received as yet. Finance Committee Report October budget meetings will be scheduled at the next meeting. Solid Waste Committee Report A resident posted a complaint on social media. CCD was contacted. Solicitor’s Report Solicitor Dissinger will reserve his business for Executive Session. Engineer’s Report Isaac advises there are no active plans to review. The sewer mains CCTV information has several issues identified and labeled for review. The CCR was submitted and accepted by DEP with no issues. Zoning Permit Zoning Officer Reilly advises he approved three permits with three pending. Mayor’s Report Several residents have complained about vicious dogs. Old Business PennDot has approved the application for the tunnel mosaic installation and they are now drafting a final agreement. New Business The Perry County Picture Perfect Comprehensive Plan resolution was presented. Vice President Hertzler made a motion to accept the resolution. Councilmember Fegley seconded the motion. Approval was unanimous. Stitch In Time requested to close Spring Street, as they have in the past, on 9/28 from 9-3 and leaving the boat ramp accessible. Councilmember Fegley made a motion to approve the closure. Councilmember Ritzman seconded the motion. Approval was unanimous. President Shipp attended the County Hazard Mitigation Plan session. There is another meeting scheduled for the Fall. Attendance is mandatory to secure future funding in the event of a disaster. Council adjourned to an Executive Session for legal matters. Council went back to regular session at 8:15pm. Dave and Jared will do preliminary peer interviews with the five candidates for the job opening prior to Council interviewing their recommendation. The Council affirmed there is no hunting allowed on any Borough properties. Vice President Hertzler made a motion to adjourn. Councilmember Fegley seconded the motion. Approval was unanimous. The next meeting will be held on Monday, September 9th at 7pm. A week late for the Labor Day holiday.
